Meeting of the Faculty Senate
June 11, 2002

Chairperson Piperberg called the meeting to order at 3:10 PM in the Science and Technology Building, RM 210. All departments were represented except the following: Business Administration, Foreign Languages, Industry &Technology, Government, and Music.

The Minutes of the May 7th meeting were approved with the following changes: the proposed change in the Admission to the Major Policy for the Elementary Education Major was introduced at the May 7th meeting and inadvertently left out of the minutes. The details of this proposal appear below under the Proposed Courses and Programs heading.

Report of the Faculty Senate Chairperson

Announcements

  1. Chairperson Piperberg reminded Senators to notify him of the results of elections for department Senators whose terms are ending once those elections have been completed. He has heard from all but the following departments: Developmental Studies, History, Philosophy, Sociology/Anthropology.

  2. He announced that he has received a couple of annual reports and reminded committee chairpersons that they can send electronic versions of the reports by e-mail. They will then be posted on the website.

  3. Chairperson Piperberg announced that the 2002 - 2003 Senate meetings would be held on: September 3, September 17, October 1, October 15, November 5, November 19, December 3, February 4, February 18, March 4, March 18, April 1, April 15, May 6 and June 17.

  4. From now on when Senate passes a course or program proposal, he announced that he will report to the Provost the desired effective date. It has perhaps been unclear to some people that the dates listed when proposals are approved by Senate are desired effective dates and they may not end up being the actual effective dates after the approval process is completed. Starting with today's meeting, the Chair will report the dates as desired effective dates for all proposals.

  5. Chairperson Piperberg announced that he has received a number of nominations for Fall committee vacancies already. Senators should feel free to send him additional nominations over the summer.

  6. The Chair expressed his thanks to Paul Studdard for doing the Minutes of the May 7 meeting.

  7. Brandon Danz told Chairperson Piperberg that he has been named to the Board of Governors.

  8. The Chair expressed his sincere thanks to Jen Miller for serving as Secretary for 2 and one half years. He noted that Secretary of Senate is a difficult job and one that she has performed it faithfully and well.

Proposed Courses and Programs

(1) NEW NEW UNDERGRADUATE COURSE
EDSP 463 - Alternative to Student Teaching, 6 -12 credits. Desired effective date - Fall 2002.
This course would serve as an alternative to student teaching. Each semester several students who enter the student teaching cycle are unable to complete student teaching. This course would offer an alternative experience in a non-basic education setting and enable the student to graduate on time, but the student would not receive teacher certification. This course could also offer a viable alternative in light of the new Chapter 354 regulations.

The course was approved without dissent.

(2) NEW UNDERGRADUATE COURSE
EDUC 463 - Alternative to Student Teaching, 6 -12 credits. Desired effective date - Fall 2002.
This course would serve as an alternative to student teaching. Each semester several students who enter the student teaching cycle are unable to complete student teaching. This course would offer an alternative experience in a non-basic education setting and enable the student to graduate on time, but the student would not receive teacher certification. This course could also offer a viable alternative in light of the new Chapter 354 regulations.

The course was approved without dissent.

(3) NEW UNDERGRADUATE COURSE
EDMU 463 - Alternative to Student Teaching, 6 -12 credits. Desired effective date - Fall 2002.

(4) NEW UNDERGRADUATE COURSE EDFN 463 - Alternative to Student Teaching, 6 -12 credits. Desired effective date - Fall 2002. This course would serve as an alternative to student teaching. Each semester several students who enter the student teaching cycle are unable to complete student teaching. This course would offer an alternative experience in a non-basic education setting and enable the student to graduate on time, but the student would not receive teacher certification. This course could also offer a viable alternative in light of the new Chapter 354 regulations. The course was approved without dissent. (5) CHANGE IN COURSES/CURRICULA
Change in the Admission to the Major Policy for the Elementary Education Major.
For students who transferred to Millersville University with 15 or more credits, admission to the Elementary Education major from other majors, including the undeclared major, will be allowed, if space is available, upon:

  1. Completion of 15.0 semester hours of credit at MU with a quality point average (GPA) of 2.75 or above,
  2. Qualifying scores for Pennsylvania on the PRAXIS I PPST tests,
  3. A passing score on the Basic Skills Test (BST) administered by the Department of Mathematics,
  4. A successful interview, and
  5. Approval of the chairperson of the Elementary Education Department

For students who entered or transferred to Millersville University with 14 or fewer semester hours of credit, admission to the Elementary Education major from other majors, including the undeclared major, will be allowed, if space is available, upon:

  1. Completion of 30.0 semester hours of credit at MU with a quality point average (GPA) of 2.75 or above,
  2. Qualifying scores for Pennsylvania on the PRAXIS I PPST tests,
  3. A successful interview, and
  4. Approval of the chairperson of the Elementary Education Department

The change was approved without dissent.

Desired Effective Date - Fall 2002

Faculty Emeritus

Dr. Keefer from Wellness and Sport Sciences, presented a resolution that Mr. Jerry J. Swope be granted the honorary title of Associate Professor of Wellness and Sport Sciences Emeritus {see attachment}. Dr. Wismer seconded the motion.

The motion was approved without dissent.

Dr. Keefer from Wellness and Sport Sciences, presented a resolution that John F. Apple, be granted the honorary title of Associate Professor of Wellness and Sport Sciences Emeritus {see attachment}. Dr. Luek seconded the motion.

The motion was approved without dissent.

General Education Review Committee-Elimation of the General Elective Requirement from the General Education Curriculum

After some discussion of whether or not to defer the vote until Fall or proceed with the vote now, the elimination of the General Elective Requirement from the General Education Curriculum passed with 2 abstentions.
