I. Minutes of the September 21, 2004 Meeting

Minutes were not available due to computer problem. Minutes will be approved next meeting.

II. Report of the Faculty Senate Chairperson

Chairperson Kerper welcomed the new graduate student organization representative Dana Passek. Chairperson Kerper asked that Faculty Senate try using electronic copies of the agenda and minutes for this semester. Department secretaries can always be asked to print a hard copy.

III. Report of the Student Senate President

Kristin Albright, Student Senate President informed Faculty Senate that 123 students have registered to vote. The Student Senate would like to continue their campaign to get more students registered before November 2. A student safety walk has been planned by the Student Senate. They are working on the float for the Homecoming Parade to celebrate the 150th Anniversary of the university.

IV. Report of the Graduate Student Organization

Dana Passeck introduced himself.

V. Report of Administrative Officers

President McNairy

President McNairy encouraged the Faculty Senate to attend various lectures scheduled for November 9-10. Dr. Guskin will lead the discussion on a vision for the university. President McNairy is appointing members for the President Advisory Leadership Council. It is a newly formed council which charged with sharing information about budgeting, enrollment etc. This council will consist of approximately 40 members.

Provost Prabhu

Provost Prabhu indicated that the Academic Affairs Report was distributed. He also informed the Faculty Senate that the Search for the Dean of Graduate Studies has started. The ad is being published and the search committee has been appointed. It consists of 8 faculty members, one student and 1 cabinet member.

Executive Assistant to the President Phillips

Executive Assistant to the President Phillips asked Senator Luek to update the Faculty Senate on the ACE Task Force activities. Senator Luek reported that focus groups for discussion of the future of ACE are being formed. The director of undergraduate admissions, Douglas Zander made a brief presentation about fall 2004 admission data.

Assistant Provost Bello-Ogunu

Assistant Provost Bello-Ogunu announced the Academic Advisement Festival scheduled for April 12-13. He also reported the new policy passed by the Faculty Senate on Repeated Courses is in effect beginning fall 2004.

VI. Report of the Faculty Senate Standing Committees

GCPR

Senator Mowrey reported on the activities of this committee

• Graduate DARS are being developed and will be available in the spring 2005.
• Online graduate application should be available in the spring 2005.
• The committee would like to be involved as much as possible in the process of searching for a Dean of Graduate Studies.
• Members of the committee are involved in developing activities for the 150th Anniversary.
• Graduate faculty participated in the Graduate Festival and the Open House.

Changes in Courses Proposals
GEOG 220- Human Geography: To renumber to GEOG 120.
GEOG 304- Water Resources Management: Drop "P" designation.
GEOG 350 - Global Issues (topic course): Drop "W" designation.

New Courses Proposals
GEOG 228 - Geography of Sport - Addition of a new 200 level General Education course and an elective for Geography majors and minors.

Academic Policies Committee: Course and Program Procedures
Senator Rosenthal acted as the Chair for this discussion.

This proposal proposed course and program approval process for distance learning new courses and programs. A lengthy discussion of these issues took place:

• If distance learning is considered a "pedagogical approach", no process for course and program approval beyond the department is needed.
• Guidelines are needed for faculty proposing distance learning courses.
• CBA has a process already delineated for existing courses being changed to distance learning.
Kerper/Rohena motion was passed to send the proposal to the Academic Policy Committee to review again in light of the new CBA procedures. It was unanimously approved.

De Caria/Bookmiller motion was passed to advise the Academic Policy Committee to develop guidelines for distance learning courses. It was approved with one dissenting vote from Senator Rohena.

VII. Reports of Faculty Senate Special Committees

Second Reading

Ad Hoc Code Committee: Honor Code and Implementation
Mowery/De Caria motion was passed and approved to postpone indefinitely the discussion of the Honor Code proposal. State APSCUF must first respond to the proposal which presently is not high on their list of priorities.

VIII. Faculty Emeritus

None.

VIII. Committee Elections

Mowery/Borger-Greco motion passed to close nominations and to direct the secretary to cast one vote for all nominees whose committee seats were uncontested. Committee elections took place.
