The meeting was called to order at 4:09 p.m. All departments were in attendance except Athletics and Interdisciplinary Studies.

The minutes of the March 15, 2011 meeting of the Faculty Senate were approved as written.

II. Proposed Courses and Programs

Second Readings

(1) CHANGE TO UNDERGRADUATE CURRICULUM
Latino Studies minor. Proposal to revise required core courses and electives to better reflect the objectives of the Latino/a Studies Program based on current course offerings was approved without dissent.

III. Report of the Faculty Senate Chairperson

Faculty Senate Chair Börger-Greco announced committee elections and commencement. She also noted that department chairs have developed a plan for streamlining the course approval process and will have departments review it. It was also noted that Faculty Senate, perhaps through GERC, needs to consider the impact the 60-credit transfer agreement might have on our General Education program.

None due to Advocacy Day in Harrisburg.

VI. Report of the Administrative Officers

Provost

Dr. Prabhu reported on meetings with departmental chairs as a mechanism to bring forward ideas on issues like the time required for curriculum review. He noted that any proposals would then go through appropriate review by faculty. Dr. Prabhu emphasized that General Education needs to be under consistent consideration to accommodate issues like impact of the 60-credit transfer legislation. He indicated that a bill to add more time for implementation may allow the PACs to adequately consider the articulations being developed. He pointed out that our GenEd program is one of the larger ones and may need to be adjusted to minimize any impact to quality of our degrees. Dr. Prabhu reported that President McNairy is in Harrisburg this week to promote a commitment to education in the state.

VII. Reports of the Faculty Senate Standing Committees

EYASC

Mr. Jesse Holden announced the selection of Dr. Susan Luek to receive the inaugural Educator of the Year Award in honor of her 39 years of exceptional service to Millersville University. A campus-wide announcement will follow. Senator Luek expressed an overwhelming sense of appreciation for the committee’s work and Dr. Yalda for spearheading development of the award.

ERCH110: Introduction to Early Childhood Education, 3 credits. Proposal for a course that provides an overview of the field of early childhood education.

SPED321: Serving Individuals with Severe & Multiple Disabilities in Inclusive Settings, 3 credits, W. Proposal for a course to prepare teacher candidates to effectively teach students with severe and multiple disabilities within an inclusive educational system.

SPED411: Formal and Informal Assessment and the Development of the Individualized Education Program for Students in need of Pervasive and Intensive Supports (Strand I), 3 credits. Proposal for a course to train teacher candidates to administer, score, and interpret a range of formal and informal educational assessments used with students with severe and multiple disabilities.

(10) NEW UNDERGRADUATE COURSE
SPED451: Individualized Educational Planning: Focus on Transition for Students with Multiple/Severe Disabilities (Strand I), 3 credits. Proposal for a course to train teacher candidates to plan, design and deliver instruction focused on integrated lifespan perspectives of students with severe and multiple disabilities.

SPED453: Reflective Practices: Working with Diverse Families of Students with Disabilities (Strands I and II), 3 credits, W, D. Proposal for a course to train teacher candidates to develop cultural sensitivity to work effectively with diverse families and their students with disabilities.

(12) NEW UNDERGRADUATE COURSE
SPED454: Inclusionary Practices within the Least Restrictive Environment; Professional Bloc: Strand I and Strand II, 3 credits. Proposal for a course to provide teacher candidates with the knowledge and competencies of inclusionary practices within the least restrictive environment.

IX. Faculty Emeritus

A Rosenthal/Luek motion that Dr. Jane Alden be granted the honorary title of Assistant Professor of English Emerita was approved without dissent. [see Attachment #1]

X. Interdisciplinary Entrepreneurship Minor

Dr. Marlene Arnold requested that the proposal for the Interdisciplinary Entrepreneurship Minor be forwarded directly to UCPRC review from the proposers. It was noted that the proposers are requesting letters from the departments with courses included in the proposal. Dr. Arnold also indicated a desire for the proposal to be approved as a shell without all the courses in place and mentioned a grant deadline for implementation of this program. Discussion about curriculum review followed:
• There is value in feedback provided by colleagues in school curriculum committees.
• Approval of new and innovative programs keep us at the cutting edge within PASSHE.
• It is important that courses and curricula undergo meaningful review to maintain quality in the programs we offer.
• Approval of “shell” proposals can work such as the ACT49 process but also risks a level of vagueness that makes review difficult.
• Proposals approved as a “shell” need to have subsequent variations or courses go through full review.
• There seems to be interest in reviewing policy on approval of interdisciplinary proposals.
• UCPRC could possibly determine where the review should occur; this is not within the current UCPRC charge.
• UCPRC and GCPRC have representation from all schools; Senate has representation from every department.
• Input comes from several levels of curriculum committees; earlier stages in the process provide a greater degree of review.

An Igyor/Wushanley motion to allow the Entrepreneurship Minor proposal to begin the review process at UCPRC was approved with eight dissenting votes. A Hutchens/Marquez motion to amend the previous motion to require parallel review by school curriculum committees before UCPRC review was defeated.

Previous nominations were distributed and the floor opened for additional nominations were accepted from the floor. A Miller/Hendrick motion to close nominations and cast a unanimous vote for each unopposed candidate was approved without dissent.
